Capacity Building for New Enterprises

The Capacity Building for New Enterprises initiative aims to strengthen Assam’s emerging entrepreneurial base by equipping new and aspiring MSMEs with essential business, financial, and managerial skills. It supports first-generation entrepreneurs, youth, SHGs, women-led units, and SC/ST entrepreneurs through structured training, mentorship, sector-specific guidance, and exposure visits.

By focusing on practical learning, enterprise readiness, and improved managerial capability, the intervention contributes to creating sustainable and competitive MSMEs across the state. It also promotes inclusive growth by enabling stronger participation from rural communities, women, and socially disadvantaged groups in Assam’s enterprise development landscape.

Objective

To equip 65,000 new and aspiring MSMEs in Assam with:

  1. Entrepreneurial skills – business idea validation, business planning, compliance understanding, and risk management.
  2. Financial literacy – basics of bookkeeping, credit linkages, digital payment systems, GST, and cost control.
  3. Managerial and operational competence – HR management, production planning, quality control, and market strategy.
  4. Exposure and mentorship – visits to successful enterprises, cluster-based mentorship programs, and peer networking.
  5. Goal: Enhance the overall business performance, sustainability, and competitiveness of new MSMEs in the state.

Target Beneficiaries

  1. New Entrepreneurs and Startups: First-generation business owners beginning operations in manufacturing or services.
  2. Youth: Individuals (18–35 years) seeking self-employment opportunities under Skill India or PMEGP.
  3. Self-Help Groups (SHGs): Particularly those transitioning into micro-enterprises under NRLM or ASRLM.
  4. Women-led Enterprises: To encourage gender inclusion and increase participation in sectors like food processing, handicrafts, and textiles.
  5. SC/ST Entrepreneurs: To ensure social equity and representation in Assam’s enterprise development ecosystem.

Outcomes (Qualitative impact):

Creation of a skilled pool of entrepreneurs capable of managing sustainable MSMEs.
