The National Scheduled Caste and Scheduled Tribe Hub (NSSH) is an initiative of the Ministry of MSME, Government of India, launched in 2016 to promote entrepreneurship among SC/ST communities.

The scheme aims to strengthen the capacity of SC/ST-owned MSMEs by providing support in credit access, technology upgradation, skill development, and market linkages.

A key focus of NSSH is to enable SC/ST enterprises to participate in public procurement and help achieve the mandated 4% procurement target from SC/ST MSMEs by government bodies and CPSEs.

The scheme also offers mentoring, handholding, and vendor development support.

Implemented through NSIC, NSSH operates dedicated hubs across the country.

The scheme is applicable up to 31 March 2026 with a total outlay of ₹438 crore for 2021–22 to 2025–26.

Capacity Building and Training Programs: Objective: Provide skill and entrepreneurship development training for SC-ST entrepreneurs. Benefit: Fully sponsored training programs conducted by government/autonomous institutions, and toolkits provided after successful completion.
Special Marketing Assistance Scheme (SMAS): Objective: Enhance the competitiveness and marketability of SC-ST enterprise products. Benefit: Support for participation in 4 domestic and 2 international exhibitions/trade fairs each financial year.
Single Point Registration Scheme (SPRS): Benefit: 100% subsidy for NSIC registration under SPRS. SC-ST MSEs pay only Rs. 100 plus GST.
Reimbursement of Bank Loan Processing Fee: Benefit: 80% or ‚ Rs. 1,00,000, whichever is less, reimbursed for bank loan processing charges.
Reimbursement of Performance Bank Guarantee Charges: Benefit: 80% or ‚ Rs. 1,00,000, whichever is less, reimbursed for performance bank guarantee charges.
Reimbursement of Testing Fees: Benefit: 80% or ‚ Rs. 1,00,000, whichever is less, for testing services from Government/NABL/BIS-accredited laboratories, and certification/licensing from BIS.
Reimbursement of Export Promotion Council Membership: Benefit: 80% reimbursement (up to ‚Rs.20,000) of annual membership fees of Export Promotion Councils.
Reimbursement of Government E-Commerce Portals Subscription: Benefit: 80% or up to ‚Rs. 25,000, whichever is less, reimbursed for annual membership fees of Government e-commerce portals such as GeM, e-Khadi, Tribes India, MSME Mart.
Short-Term Training Program Fee Reimbursement (Top 50 NIRF Ranked Institutions): Benefit: 90% or up to ‚Rs. 1,00,000 reimbursements for SC-ST entrepreneurs attending up to two short-term training programs at top 50 NIRF ranked management institutions.

Eligibility

Applicant should belong to Scheduled Caste (SC) or Scheduled Tribe (ST).
Applicants should have a micro or small-scale industry.
The enterprise must be registered with the Udyam portal, or any other valid registration platform recognized by the MSME Ministry.
