Management Development Programs (MDP) for Executive Officers of the Department

This component focuses on strengthening the professional and managerial capabilities of Executive Officers of the Department through a structured Management Development Programme (MDP). Recognising the critical role of departmental leadership in supporting MSME development, the programme aims to enhance the knowledge, leadership skills, and decision-making capabilities of officers responsible for implementing policies and delivering services to enterprises across the State. The training will be conducted at reputed institutions and will be designed to provide comprehensive insights into MSME schemes and policies, operational challenges, strategic opportunities and interventions, project management, financial and regulatory compliance, market expansion, and innovative business practices. Through exposure to modern management concepts and practical learning, participants will strengthen their capacity to respond to emerging challenges within the MSME sector while improving institutional effectiveness. By enhancing managerial competencies and strengthening institutional leadership, the component seeks to improve the quality of governance and service delivery within the Department. Better-equipped officers will be able to support MSMEs more effectively, facilitate informed decision-making, and contribute to the efficient implementation of programmes aimed at promoting enterprise development in Assam.

Objectives

The primary objective of this component is to equip Executive Officers with the knowledge, leadership skills, and managerial competencies required for effective decision-making, strategic planning, and efficient programme implementation. Through structured professional development, the programme seeks to strengthen institutional capacity and improve the effectiveness of governance related to MSME development.
The component also aims to enhance officers' understanding of contemporary management practices, operational efficiency, and policy implementation through specialised training delivered by a premier national institution. Improved managerial capability will enable officers to respond more effectively to the evolving needs of MSMEs while strengthening institutional performance across the Department.
By strengthening professional capabilities and promoting continuous learning, the component contributes to improved governance, better policy implementation, and enhanced institutional support for the MSME ecosystem. It also supports the development of a capable administrative framework that can effectively facilitate enterprise growth and industrial development in Assam.

Officials of the IC&PE Department.

Expected Outcomes:

The component is expected to strengthen the managerial and leadership capabilities of Executive Officers, enabling them to make informed decisions, improve programme implementation, and provide more effective institutional support to MSMEs. Enhanced professional competencies are expected to contribute to improved governance, greater operational efficiency, and a stronger institutional framework for promoting MSME development across the State.
