Providing Digital Devices for Field Level Offices

This component focuses on strengthening the digital capabilities of field-level offices by providing essential digital devices, including computers and other related hardware. The availability of appropriate digital infrastructure is critical for improving the efficiency of field operations, enabling timely data collection, and supporting the delivery of services to MSMEs. By equipping field offices with the required tools, the component seeks to enhance operational efficiency and strengthen digital governance across the MSME support ecosystem. The provision of digital devices will facilitate systematic data management, improve the quality and accuracy of information captured at the field level, and support the automation of routine administrative functions. These digital tools will enable field personnel to collect, update, and maintain data more efficiently, thereby strengthening the reliability of enterprise-related information and improving the overall effectiveness of programme implementation. The component also supports the broader digital transformation of District Industries and Commerce Centres (DICCs) by creating a technology-enabled working environment. Strengthened digital infrastructure at the field level will contribute to improved coordination, faster reporting, and more efficient service delivery while supporting the adoption of modern digital practices within the Department.

Objectives

The primary objective of this component is to equip field-level officers with the digital tools required to perform their responsibilities more effectively. By strengthening digital infrastructure at the operational level, the component seeks to improve real-time data collection, reporting, grievance tracking, and overall programme monitoring.
Enhanced availability of digital devices will enable field personnel to manage information more efficiently, reduce manual processes, and improve the quality and timeliness of reporting. Improved digital capabilities will also facilitate better coordination between field offices and higher administrative levels, supporting more informed planning and decision-making.
By enabling technology-driven field operations, the component contributes to the creation of a more responsive and efficient MSME support system. It also lays the foundation for improved digital service delivery and supports the continued digital transformation of institutions responsible for MSME development in the State.

Target Beneficiaries:

Commissionerate of Industries and Commerce, Assam Small Industries Development Corporation and District Industries and Commerce Centre.

Expected Outcomes:

The component is expected to strengthen the digital capabilities of field-level offices through the availability of essential digital infrastructure. Improved access to digital devices will enable real-time data collection, accurate reporting, effective grievance tracking, and more efficient administrative processes. These improvements will contribute to enhanced programme implementation, better decision-making, and more responsive service delivery for MSMEs across Assam.
