Capacity Building Training for Grade B Officers

This component is aimed at strengthening the professional capabilities of Grade B Officers engaged in MSME development and programme implementation. The training programme is to be conducted through premier institutions and designed to enhance the technical knowledge and practical skills required to effectively support the growth and development of the MSME sector. The training will cover a broad range of subjects, including MSME schemes and policies, operational challenges, strategic interventions and opportunities, project management, financial and regulatory compliance, market development, and innovative business practices. By combining policy orientation with practical learning, the programme equips officers with the competencies required to address emerging sectoral challenges and improve the quality of services provided to enterprises. Strengthening the knowledge and capabilities of Grade B Officers is expected to enhance institutional efficiency and improve the implementation of MSME programmes at the operational level. The programme contributes to the development of a skilled and responsive workforce capable of supporting enterprises through informed guidance, effective programme execution, and improved coordination across departmental functions.

Objectives

The primary objective of this component is to strengthen the professional capabilities of Grade B Officers by equipping them with advanced knowledge and practical skills required to effectively support MSMEs and implement government programmes. Through structured training, the component seeks to improve officers' ability to address operational challenges, strengthen programme implementation, and contribute to enterprise development.
The component also aims to enhance officers' competencies in key functional areas such as project management, financial and regulatory compliance, market development, and innovative business practices. Improved understanding of these areas will enable officers to provide better institutional support to MSMEs while strengthening administrative efficiency and service delivery across the Department.
By building technical expertise and promoting continuous professional development, the programme contributes to a more capable and responsive institutional framework for MSME development. Strengthened officer capacity is expected to improve policy implementation, support enterprise growth, and enhance the overall competitiveness of the MSME ecosystem in Assam.

Officials of the IC&PE Department.

Expected Outcomes:

The component is expected to enhance the technical, managerial, and operational capabilities of Grade B Officers through structured professional training. Participants are expected to strengthen their understanding of MSME policies, project management, regulatory compliance, and enterprise development, enabling them to provide more effective support to MSMEs. These improvements will contribute to better programme implementation, stronger institutional capacity, and more efficient delivery of MSME development initiatives across the State.
