Vendor Development Program

The Vendor Development Programme is designed to strengthen local manufacturing by promoting business linkages between anchor industries/Govt PSUs and MSMEs. The intervention focuses on developing capable vendor enterprises that can meet the procurement requirements of larger industries, thereby creating opportunities for sustained business growth and strengthening the local industrial ecosystem. Special emphasis is placed on ensuring the participation of women-owned enterprises, with at least ten percent of the beneficiary pool comprising women entrepreneurs. A major feature of this intervention is the organisation of focused vendor development programs that facilitate direct interaction between anchor units and potential vendor enterprises. These platforms enable MSMEs to understand the products and services required by large industries while providing opportunities to establish commercial relationships and explore long-term business collaborations. Through these engagements, enterprises will also gain practical knowledge regarding procurement procedures, including Government e-Marketplace (GeM), e-tendering processes, and buyer-specific quality and workplace requirements. The intervention seeks to create an enabling environment where MSMEs can enhance their capabilities, improve their market preparedness, and become reliable suppliers to larger industries. By fostering collaboration, knowledge sharing, and stronger business partnerships, the programme supports the broader objective of promoting self-reliance and strengthening the manufacturing ecosystem of Assam.

Objectives

The primary objective of the Vendor Development Programme is to facilitate meaningful business interactions between anchor industries/Govt PSUs and MSMEs that lead to sustainable commercial partnerships. The intervention seeks to strengthen vendor capabilities by providing enterprises with opportunities to understand industry requirements, procurement systems, quality expectations, and market opportunities through structured buyer-seller interactions.
The programme also aims to enhance the preparedness of MSMEs to participate in organised supply chains by improving their awareness of procurement processes, quality standards, and buyer expectations. Through focused interactions and knowledge-sharing platforms, participating enterprises will be better positioned to establish business relationships with anchor units and expand their market opportunities.
By strengthening vendor capabilities, promoting market access, and encouraging greater participation of women entrepreneurs, the intervention contributes to the development of a collaborative MSME ecosystem that supports domestic manufacturing, industrial growth, and self-reliance in Assam.

Expected Outcomes:

The intervention is expected to strengthen business linkages between MSMEs and anchor industries/Govt PSUs by facilitating structured buyer-seller interactions and promoting long-term vendor relationships. Participating enterprises are expected to gain a better understanding of procurement procedures, quality requirements, and buyer expectations, enabling them to improve their market readiness and competitiveness. The programme will also contribute to enhanced vendor capabilities, expanded market opportunities, increased participation of women entrepreneurs, and the overall strengthening of the manufacturing ecosystem of the region.
