Integrated MSME Digital Command and Control Centre

The Integrated MSME Digital Command and Control Center is envisioned as a comprehensive digital platform to strengthen the delivery of services and improve institutional coordination for MSMEs across Assam. This integrated approach will facilitate seamless access to information, services, and programme monitoring through a single digital interface. A key feature of the component is the establishment of a robust Management Information System (MIS) supported by a centralized data repository. The platform will facilitate systematic data collection, management, and analysis while generating real-time dashboards to support monitoring of sectoral performance, programme implementation, and institutional functioning. By consolidating information from multiple sources, the system will strengthen evidence-based planning and improve the efficiency of departmental operations. The digital platform is also intended to improve accessibility for MSMEs by providing a unified interface through which enterprises can obtain information on government schemes, employment opportunities, a query management system, district-wise product showcases, and other support services. The proposed web application, including features such as notifications, chat-based assistance, and query management, will contribute to more efficient service delivery while strengthening communication between government institutions and MSMEs.

Objectives

The primary objective of this component is to establish a unified digital interface intended to improve access to government services for MSMEs by providing a single platform for scheme-related information, employment services, a query management system, market linkages, and other business support services. By strengthening digital connectivity between government institutions and enterprises, the component contributes to a more responsive, transparent, and technology-enabled MSME support ecosystem.
The component also seeks to enhance governance by providing departmental officials with real-time analytics and performance insights that facilitate evidence-based policymaking and improve the monitoring of ASIDC, C&IC and DICC offices. The availability of integrated digital information will support improved accountability, more efficient programme management, and continuous assessment of sectoral and institutional performance.
In addition, the component seeks to establish an integrated digital platform that connects district-level operations with State and national MSME digital systems, enabling centralized data collection, real-time monitoring, and effective Management Information System (MIS)-based decision-making. The platform is intended to strengthen institutional capacity by providing timely and reliable information to support planning, programme implementation, and performance monitoring.

Expected Outcomes:

The component is expected to establish a centralized digital platform that strengthens coordination, monitoring, and service delivery across the MSME ecosystem. The integrated MIS and centralized data repository will improve the availability of real-time information, support evidence-based decision-making, and enhance monitoring of departmental performance and programme implementation. MSMEs are expected to benefit from improved access to government schemes, a query management system, employment services, market linkages, and other digital support services through a unified and user-friendly interface, resulting in a more efficient, transparent, and responsive digital ecosystem.
