Assam Tea Industries Special Incentive Scheme (ATISIS)

An interest subvention of 3% per annum shall be provided on Working Capital Loans, subject to the following conditions.

The Assam Tea Industries Special Incentive Scheme (ATISIS), 2020 is a government initiative introduced to ensure the long-term financial sustainability and competitiveness of Assam’s tea industry.

The scheme aims to encourage higher production of Orthodox and Speciality teas, whose manufacturing costs are significantly higher than CTC tea.

By offering subsidies and tax benefits, ATISIS supports modernization, reduces cost burdens, and strengthens Assam’s position in the domestic and international tea markets.

Objectives

  • To increase the production of Orthodox and Specialty teas by offsetting their higher manufacturing costs.
  • To enhance competitiveness of Assam’s tea sector in international markets.
  • To modernize tea factories through upgraded machinery and advanced processing infrastructure.
  • To ensure long-term financial sustainability of tea plantations and manufacturing units in Assam.

Benefits

  • The loan should be taken from a Scheduled Commercial Bank or a Public Financial Institution.
  • The Working Capital Loan should be taken for activities directly related to tea plantation or tea manufacturing.
  • The Working Capital Loan should be sanctioned or renewed on or after 1st April of the relevant financial year for which the claim is made, i.e., 2020–21, 2021–22, and 2022–23.
  • At the time of filing the claim, the loan account must not be classified as NPA as per RBI guidelines. No interest subvention shall be admissible for any period during which the account remains NPA.
  • If the borrower has availed interest subsidy under any other scheme, benefit under this Scheme cannot be claimed. A self-attestation to this effect must be submitted.
  • The maximum interest subvention claimable under the Scheme shall be ₹20 lakh per annum per unit (garden) for working capital interest.
  • The claim for this subsidy shall be made after completion of each financial year.
  • The interest subsidy shall be limited to interest charged during the three financial years 2020–21, 2021–22, and 2022–23.
  • If a unit has more than one Working Capital Loan, interest subvention can be claimed for only one loan account.

Eligibility

  • Tea Plantations across all sizes are eligible under the scheme.
  • Tea Manufacturing Units manufacturing any of the following types are eligible: CTC Tea Orthodox Tea Speciality Tea, including Green Tea, Oolong Tea, White Tea, Yellow Tea, and Purple Tea.
  • The scheme is applicable only to units located within the State of Assam. If any part of the plantation or manufacturing facility is located outside Assam, the unit shall not be considered eligible under the scheme.

How to Apply?

Visit the portal of "Assam Tea Industries Special Incentives" Scheme. Click on the "New User Registration" option.

In the registration form, fill in basic details including name, mobile number, and email address. Create a username and password following the portal's password policy. Verify your mobile number through one-time password verification. Complete Captcha Code verification. Submit the registration form.

Check your registered email for the account activation link. Click on the activation link to activate the account. Log in to the portal using registered credentials.

Upload all supporting documents of eligibility in the prescribed format. Fill in complete unit details, including location, type of tea production, and capacity. Submit the unit registration form. Wait for registration approval.
